Personnel Committee

Purpose of the Committee — The committee works closely with the worship committee to coordinate the communication of expectations of employees of the church and of the congregation. Employees at Mossy Creek usually include the pastor or interim pastor and the choir director.

Composition of the Personnel Committee — The personnel committee is composed of the chairman of the worship committee, the clerk of the session, the chairman of the stewardship committee, the chairman of the finance committee, and a representative appointed by the board of deacons.

Responsibilities of the Personnel Committee — The committee, under the direction of the session, meets at least annually with employees of the church to review the goals and accomplishments of each.

The committee also has the responsibility for recommending any changes in the compensation of employees, i.e. salary paid the choir director and terms of call for the pastor.

An on-going project of the personnel committee is to produce a complete job description for the choir director.

Specific Responsibilities of the Committee — The specific responsibilities of the personnel committee are as follows:

  1. Review the remuneration for the pastor before the annual congregational meeting.
  2. Oversee terms of employment and review the compensation for the choir director.
  3. Ensure compliance with the Equal Employment Opportunity measures.
  4. Ensure compliance with Fair Employment Practices.
  5. Review and update personnel policies annually.
  6. Complete an annual evaluation of the choir director.
  7. Complete an annual evaluation, based on terms of call, for the pastor with the support of the session.
  8. Serve as first contact when the pastor, the choir director, the session, the board of deacons or members of the congregation have concerns with job expectations and perceived accomplishments.
  9. Report any recommended changes in the terms of call of the minister to the session and the congregation or in the job description of the choir director to the session.
  10. The personnel committee and the pastor nominating committee will meet monthly with a new minister for the first six months to help with the transition.


Guidelines for the Choir Director — The church pays all Social Security FICA (Increase salary budget to cover the personal half of Social Security).

Expectations for the Choir Director — The choir director will perform as follows:
  1. Coordinates plans for all music, including worship services and special music programs, with the worship committee and the pastor.
  2. Conducts adult choir practices weekly except during the summer.


Guidelines for Pastor — Guidelines for the pastor are as follows:
  1. When the pastor will be absent from worship services for any reason such as vacation, illness, continuing education, or emergency, he will notify the chair of the worship committee as far in advance as possible to ensure coverage.
  2. The minister’s annual vacation will be defined in the terms of call and will be based on years of experience as a minister, years of service at Mossy Creek, and Presbytery guidelines.
  3. Continuing education leave is to be used for ministerial related skill enhancement.
  4. The pastor will provide emergency contact information to the clerk of the session and the chairman of the worship committee when he will be out of town for longer than one day.


Expectations for the Pastor — The committee expects the pastor to perform the following duties:
  1. Coordinate service music with choir director. Notify the choir director several weeks in advance (if possible) of hymn selections.
  2. Consult with the chairman of the worship committee concerning any need for worship service cancellation, such as weather.
  3. Help coordinate other programs of the church such as youth group and Sunday school.
  4. Submit budget requests for continuing education needs.


Interim Pastor — When an interim pastor is needed, the committee will define his terms of call and responsibilities.

Annual Review with the Pastor — The purpose of this review will be to evaluate the relationship between the pastor and the congregation by comparing the expectations and needs of the congregation as understood by the session and the expectations and needs of the pastor.

Responsibilities of the Personnel Committee — The committee will do the following:
  1. Solicit input from the elders and deacons of the church at a joint meeting.
  2. Prepare a written evaluation report which will use the terms of call, the working agreement, and/or covenant as the basis for the evaluation.
  3. Meet with the pastor to review the report, to discuss areas of concern and changes to the working agreement and/or covenant, and to discuss the proposed terms of call.
  4. Prepare a statement of the proposed terms of call for the coming year.
  5. Submit the written report and a summary of the meeting with the minister, including proposed changes in the terms of call and the working agreement and/or covenant, to the session.
  6. Present the terms of call for the coming year to the congregation for approval.
  7. Submit the terms of call to Presbytery.
  8. Submit the working agreement and/or covenant to the Committee on Ministry of Shenandoah Presbytery for review and approval.


The Pastor’s Responsibilities — The pastor will do the following:
  1. Prepare a written report using the terms of call and the working agreement and/or covenant as the basis for the evaluation.
  2. Prepare a continuing education/professional development plan for the coming year.
  3. Meet with the personnel committee to review and discuss the report, areas of concern, proposed changes to the working agreement and/or covenant, and the proposed terms of call for the coming year.


Changes in the Terms of Call for the Pastor — Any changes in the terms of call for the pastor will first be approved by the session as a part of the annual budget. The session will then call a meeting of the congregation to approve these recommended changes.
